The Victoria Chinatown Care Society (VCCS) opened the new Victoria Chinatown Care Centre (VCCC) in 1982.

The Victoria Chinatown Care Foundation (VCCF) was established in 1999 to protect the Victoria Chinese community’s property and other assets.

Currently the VCCC is under contract with new management, with plans for approvals to fully transition to operate in 2026.

The Beginnings of Community Care

  • In the late 1800s, the Chinese Consolidated Benevolent Association (CCBA) in Victoria created key community institutions: the Chinese School, Cemetery, and Chinese Hospital.

  • The hospital grew from a deep cultural desire for familiar care: Chinese herbal medicine, traditional healing foods, and support in one’s own language. Many Chinese residents felt unsafe or unwelcome in Western hospitals due to language barriers, restrictions on traditional remedies, and cultural associations.

  • A small wooden hut was rented and used as a "hospital" or Taipingfang (Peace-ful Room).

Building the Chinese Hospital

  • In 1899, The CCBA fundraised to build a proper facility, opening a brick hospital at 555 Herald Street with strong community support.

  • For many decades, it operated as a charitable hospital and convalescent home, relying on donations and the collective efforts of Victoria’s Chinese community.

  • In 1929, the CCBA lost ownership of the property and it was sold at a Tax Sale. No one bid, so the city took possession of the property.

Transition to Victoria Chinatown Care Centre

  • In the summer of 1979, a survey was conducted around the need of the Chinese elderly people for a long-term care facility in Chinatown.

  • The idea of a Chinatown care facility project received much support from the city, provincial, and federal governments, and the Victoria Chinatown Care Society was formed to carry out the project.

  • The Victoria Chinatown Care Centre was completed and officially opened on 25 February 1982. The Victoria Chinatown Care Centre provides nursing care supervision on a continuing basis for thirty elderly residents from all ethnic groups of the community.

The 104-year history of the Chinese Hospital, from the Taipingfang to the Victoria Chinatown Care Centre, exemplifies the gradual process of Chinese integration into the multi-ethnic society of Canada.
